New Reforms in the System of Training and Attestation of the Next Generation of Researchers Discussed

    A practical seminar was held at Tashkent State Medical University, organized by the Higher Attestation Commission, to promote a comprehensive understanding of the Presidential Decree of the Republic of Uzbekistan, adopted on 26 May 2026, "On Improving the System of Training and Attestation of the Next Generation of Scientific Personnel," and to discuss measures for its effective implementation.

  The seminar brought together chairpersons and scientific secretaries of specialized academic councils authorized to confer scientific degrees in the field of medical sciences, as well as representatives of higher education institutions and research organizations across the country. Opening presentations were delivered by Acting Chairman of the Higher Attestation Commission Abdulaziz Shermukhamedov and Chief Inspector Aziz Zufarov, who outlined the key provisions of the Presidential Decree, highlighted the reforms introduced in the system of training and attestation of scientific personnel, and presented the measures being undertaken for their effective implementation.

  During the seminar, participants comprehensively discussed priority areas aimed at strengthening the country's scientific capacity, preparing highly qualified researchers in line with international standards, improving the quality and practical significance of dissertation research, enhancing the institution of academic supervision, and ensuring greater transparency and efficiency in the attestation process.

  Particular attention was given to the new requirements for obtaining academic degrees, updated mechanisms for organizing the activities of specialized academic councils, improvements to the evaluation criteria for dissertations, and measures to support young researchers and encourage their scientific activity.

  Participants also exchanged views on challenges encountered in the work of academic councils and explored practical solutions for their resolution. During an interactive question-and-answer session, experts provided detailed explanations on issues of interest and offered practical recommendations for the effective implementation of the new regulatory framework.

  As emphasized during the seminar, the consistent implementation of the Presidential Decree will play a significant role in advancing the nation's scientific development, improving the quality of research, and fostering a new generation of internationally competitive scientific personnel.

  At the conclusion of the event, taking into account the proposals and recommendations put forward by the participants, additional practical measures were developed to further strengthen the implementation of the Presidential Decree.
