HISTORY


  History of the Siyob Abu Ali ibn Sino Public Health Technical School

  The Medical College affiliated with the Samarkand State Medical Institute (SamMI) was established in accordance with Resolution No. 307-p of the Central Committee of the Communist Party of the Uzbek SSR and the Council of Ministers dated April 23, 1982, as well as Order No. 934 of the Ministry of Health of the Republic of Uzbekistan dated June 28, 1982. The institution was founded at 31 Dahbet Street, Samarkand.

  Ikrom Akhmedovich Makhmudov was appointed as the first Director of the 2nd Samarkand Medical College. At the time of its establishment, 150 students were admitted to the Nursing program.

  The educational process was conducted by physicians and nurses from leading healthcare facilities in Samarkand, including SamMI Clinic No. 1 and Clinic No. 2 (currently the Republican Specialized Scientific and Practical Medical Center of Therapy and Medical Rehabilitation), the Infectious Diseases Hospital, Maternity Hospital No. 3, and the Regional Hospital.

  Among the first teaching staff were: S. Zaydinov, P. Safarov, R. Esanboyeva, K. Mukhamadiyeva, B.M. Salokhiddinov, A.M. Rosulov, M.Kh. Vafakulova, Z.Kh. Khamidova, I.S. Urinov, A.A. Rustamov, A.A. Ikramov, Y.S. Rasulov, L.Kh. Karabaeva, S.S. Musinova, T.B. Okunskaya, A.A. Kazatsker, T.B. Khaitova, A.M. Rakhmonova, G.F. Jalolova, and S.B. Sulaymonov.

  In accordance with Resolution No. 338 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 14, 2001, and Order No. 572 of the Ministry of Health dated December 29, 2003, the institution was granted the status of Siyob Medical College.

  From 1989 to 2005, Khodiyev Khodji Khodiyevich served as Director of the Siyob Medical College. During his tenure, he distinguished himself as a skilled educator and researcher, publishing approximately 45 scientific works. He was awarded honorary certificates by the Ministry of Health, the Samarkand Regional Administration, and the City Administration.

  From 2005 to 2008, Olim Narziqulovich Razzokov held the position of Director. A talented mentor, he published nearly 100 scientific papers during his professional career.

  From 2008 to 2010, Abdurayim Ablakulovich Davirov served as Director. Known as a responsible and inquisitive leader, he authored around 30 scientific publications and was honored with certificates of appreciation by the Samarkand Regional and City Administrations.

  From 2012 to 2016, Anvar Kuchkarovich Jamolov directed the institution. A dedicated educator, he published about 80 scientific papers and was awarded the honorary title “Excellence in Healthcare of the Republic of Uzbekistan”, along with honorary certificates from the Samarkand Regional and City Administrations.

  In accordance with the Presidential Decree No. PQ-4666 dated April 7, 2020, titled “On Measures to Introduce a New System of Training and Continuous Professional Development in the Medical and Sanitary Field”, the institution was reorganized as the Siyob Abu Ali ibn Sino Public Health Technical School.

  Over the past forty years, thousands of students have graduated from this educational institution in various medical specialties and are now successfully employed in healthcare and preventive medicine institutions throughout the Republic of Uzbekistan.

  Anvar Qayumovich Ismoilov – Assistant Sanitary Doctor, Regional Center for Sanitary and Epidemiological Control

  Hilola Haqberdiyeva – Pediatrician, Samarkand Children’s Hospital

  Nodira Egamberdiyevna Yuldasheva – Assistant Professor, Department of General Practice and Family Medicine, Faculty of Postgraduate Education, Samarkand State Medical University

  Gulzoda Zokirjonovna Sohibnazarova – Leading Nurse, Republican Specialized Medical Center of Therapy and Rehabilitation

  Soxiba Mardonova – Chief Nurse, Infectious Diseases Hospital

  Murod Muxtorovich Jumayev – First Deputy Head, Samarkand Regional Disinfection Service

  Faxriddin Ismoilov – Head of the Medical Unit, Ministry of Defense of the Republic of Uzbekistan, Captain, recipient of the “Kindness and Compassion” badge

  Jasur Saidqulov – Ph.D. in Medicine, Department of Urology, Samarkand State Medical University

  Murod Qayumov – Pediatrician, Master’s Graduate of Paris Medical University

  Shaxnoza Ochilova – Head of the Laboratory Department, Payariq District State Sanitary Center

  In recent years, distinguished professionals such as A.K. Bayjonov, A.K. Jamolov, and B.M. Salokhiddinov have continued their contribution to the healthcare and education sectors through active scientific and academic engagement.


Spiritual and Educational Activities.


  To ensure the high efficiency of the educational process, promote students’ initiative, and enhance their research and creative abilities, the “Center for Gifted Students” was established within the technical school. Each department has compiled a list of talented students and developed individual programs and plans to support their growth.

  Additionally, the “Talented Girls’ Club” operates at the institution, encouraging participation in science, literature, education, culture, and the arts. A wide range of intellectual and cultural events are regularly held, including “Zakovat” (Quiz of the Mind), “Graceful Girls”, “Living Traditions”, “Navruz and Values”, “The Best Reader”, “Witty and Clever”, and “Descendants of Amir Temur.”

  Collaborative initiatives are also conducted between the Samarkand State Medical University and the Siyob Abu Ali ibn Sino Public Health Technical School, including joint project presentations and the event “The Rector and the Youth.”


Cooperation with Samarkand State Medical University


  In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-158 dated October 16, 2024, starting from January 1, 2025, the Abu Ali ibn Sino Public Health Technical School was attached to the Samarkand State Medical University (SamSMU), as indicated in Annex 1 of the Decree.

  According to this document, higher educational institutions listed in Annex 1 are entrusted with providing academic and methodological support, improving the quality of education, and enhancing the material and technical resources of the technical schools affiliated with them.

  In the new stage of Uzbekistan’s national development, great attention is being given to advancing education, upbringing, and science; improving the learning process; and training highly qualified specialists who meet international standards.

  As part of these nationwide reforms, strengthening cooperation and integration between public health technical schools and higher medical institutions has become a key priority.

  At present, professional education institutions are witnessing growing demands for teacher qualifications and teaching quality. The Siyob Abu Ali ibn Sino Public Health Technical School has been actively implementing large-scale initiatives in this regard.

  The technical school’s educational process emphasizes fostering independent and critical thinking among students, strengthening ideological and patriotic education, and nurturing devotion to the Motherland.

  To improve the effectiveness of spiritual and moral education, a variety of activities are held under the framework of “Spirituality Day” and the program “Enhancing the Effectiveness of National Ideology Promotion and Spiritual-Educational Work.”

  These include events dedicated to studying the works, speeches, and addresses of the President of the Republic of Uzbekistan, explaining the essence of current state policies, ongoing reforms, newly adopted legislation, and their national significance.

  Educational activities such as “Lessons on Independence,” discussions on interethnic harmony, interfaith tolerance, and the historical continuity of national traditions across generations are regularly organized at the institution

  Technical Facilities

  The teaching process is supported by modern technologies and communication systems. Educational materials, including video lectures, multimedia presentations, and practical demonstrations, are delivered via centralized computer systems connected to classroom televisions.

International Joint Education Programs


  In accordance with the Presidential Decree No. PF-158 dated October 16, 2024, and the Resolution No. PQ-367 dated October 17, 2024, aimed at improving the training of qualified professionals and expanding international education programs, the Siyob Abu Ali ibn Sino Public Health Technical School has launched several international initiatives.

  A bilateral memorandum of cooperation was signed between the Daejeon University (Republic of Korea) and the Siyob Abu Ali ibn Sino Public Health Technical School.

  Under this agreement, starting from the 2025–2026 academic year, a joint Uzbekistan–South Korea Nursing Program will be implemented following a 2+1 or 2+2 education model, whereby students will complete two years of study in Uzbekistan and continue their education for one or two years at Daejeon Medical University in South Korea.

  In addition, under the PQ-367 Presidential Resolution, the technical school, in cooperation with Globogate Concept AG (Switzerland), has launched specialized language training courses for 50 students who wish to work in the German healthcare system.

  A comprehensive plan of action has been developed to integrate the technical school into internationally recognized academic rankings, and the official website of the institution — www.siyobjst.uz — has been completely redesigned and modernized.


International Joint Education Programs
