  The department was organized in 1935 by the Central Committee of the Communist Party of Uzbekistan and the Council of People's Commissars of the UzSSR.

  The University Human Resources Department is one of the main structural divisions of the university and in its activities is guided by laws, decrees of the President and resolutions of the Republic of Uzbekistan, other regulations containing labor law norms, the University Charter, orders and instructions of the university rector, operating in accordance with the Charter and organizes its work on the basis of regulations, orders and instructions of the Cabinet of Ministers, the Ministries of Higher and Secondary Special Education and Health of Uzbekistan, the Rectorate and the Academic Council.

  The main task of the HR department is to improve and implement the system of personnel records and personnel documentation in accordance with the requirements of the labor legislation of the Republic of Uzbekistan.

Main functions and areas of activity:

• registration of admission, transfer and dismissal of employees in accordance with labor legislation, regulations, local regulations of the institute and orders of the rector of the university;

• organization, in accordance with the Labor Code of the Republic of Uzbekistan, of work to fill positions of scientific and pedagogical workers (including monitoring the expiration dates of employment contracts, announcing competitions, preparing orders, concluding employment contracts, additional agreements based on the results of elections, competitions);

• receiving, filling out, storing and issuing work books;

• registration and issuance of certificates to employees regarding labor relations with the university;

• monitoring compliance by employees of university departments with labor discipline and internal labor regulations;

• providing social guarantees to employees, providing them with established benefits and compensation;

• drawing up vacation schedules, recording the use of vacations by employees, processing regular vacations in accordance with approved schedules and at the request of employees, processing additional and educational leaves;

• collection of primary documents to submit university employees for local, departmental, university awards, insignia, and other forms of encouragement, filling out the necessary documents, timely submitting them to authorized bodies and receiving award documents;

• provision of reporting information on the personnel of the university, for all categories of employees;

• preparation of personnel files for transfer to the university archives;

The HR department also carries out other functions necessary to implement the requirements of labor legislation at the university.

Currently, the university has 915 employees, of which 653 are teaching staff, 262 are considered administrative support staff. Including: 53 doctors of medical sciences, of which 28 are professors; 144 candidates of science, of which 76 are associate professors; 37 senior teachers; 516 teachers.

  In recent years, the hiring of teaching staff has been carried out according to their specialty from among master's and doctoral students.

  The HR department works together with the regional trade union committee and the labor exchange.
