  Daminov Feruz Asadullaevich graduated from the Faculty of Medicine of Samarkand State Medical Institute in 2012. From 2012 to 2015, he studied in the Master’s program at Samarkand State Medical Institute, specializing in “Surgery.” From 2015 to 2022, he worked as an assistant at the Department No. 2 of Surgical Diseases and Urology of Samarkand State Medical Institute. Since 2019, he has been serving as an on-duty endoscopist at the Samarkand branch of the Scientific Center for Emergency Medical Care.

  From 2015 to 2022, he held the position of Dean of the Faculty of Medical Pedagogy at Samarkand State Medical University. Since 2022, he has been the Head of the Department of Clinical Laboratory Diagnostics with a course in Clinical Laboratory Diagnostics of the Faculty of Postgraduate Education.

  From 2015 to 2022, he served as the Dean of the 2nd Faculty of Medicine at Samarkand State Medical University.
Since 2025, he has been working as the Vice-Rector for Cooperation with Academic Lyceums and Public Health Technical Schools.

  In 2021, he defended his PhD dissertation on the topic: “Optimization of diagnosis and treatment of acute erosive-inflammatory lesions of the gastrointestinal tract in burn patients”, and in 2024, his doctoral dissertation on the topic: “Improvement of comprehensive treatment of elderly and senile patients with burn disease.”

  Daminov F.A. is the author of 160 scientific and educational-methodical works, including 3 monographs, 5 textbooks, 20 teaching-methodical manuals, and 122 articles and theses. Among them, 8 articles were published in journals indexed in the Scopus database, 40 in foreign journals included in the Higher Attestation Commission (HAC) list, and 67 in republican journals from the HAC list. He is also the author of 7 computer programs.
According to Google Scholar, his citation count is 695, with an h-index of 14.

  By the Resolution of the President of the Republic of Uzbekistan dated April 7, 2020, No. PQ-4666, and the Decree dated November 6, 2020, No. PF-6108, a completely new system of personnel training was introduced in the system of secondary specialized and vocational education: on the basis of 47 medical colleges, Public Health Technical Schools named after Abu Ali ibn Sino (hereinafter - technical schools) were organized and assigned to basic and leading higher medical educational institutions.

  The main purpose of this reform was to use the scientific and pedagogical potential of higher educational institutions for retraining and advanced training of teachers of secondary specialized and vocational education, in line with the requirements of the National Program for Personnel Training, thereby ensuring the preparation of competitive specialists who meet international standards.

  To achieve this, it was necessary to establish cooperation between higher educational institutions and institutions of secondary specialized and vocational education, attach academic lyceums, medical colleges, and public health technical schools to basic and leading universities, as well as define specific tasks for them.

  At Samarkand State Medical University, there are currently 9 Public Health Technical Schools named after Abu Ali ibn Sino and 1 Academic Lyceum.

  In 1920, in the city of Samarkand, an educational institution called the “School of Midwives” was established. By order of the Ministry of Health of the Republic of Uzbekistan No. 372 dated July 29, 1998, it was transformed into the Samarkand Basic Medical College. By order of the Ministry of Health of the Republic of Uzbekistan No. 331 dated July 12, 2005, it was granted the status of a basic medical college.
  In accordance with the Resolution of the President of the Republic of Uzbekistan dated April 7, 2020, No. PQ-4666 “On measures to introduce a fundamentally new system of personnel training and continuous professional development in healthcare”, the college was reorganized into the Samarkand Public Health Technical School named after Abu Ali ibn Sino.

  By Order of the Ministry of Health of the Republic of Uzbekistan No. 934 dated June 28, 1982, the Siab Public Health Technical School named after Abu Ali ibn Sino was established in the city of Samarkand. The technical school trains specialists in 7 fields: nursing, paramedical-midwifery, paramedical-laboratory, pharmacy, preventive medicine, and others.

  The Suzangaron Medical College was established in 2008 on the basis of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 204 of May 13, 1998 “On measures to organize secondary specialized and vocational education in the Republic of Uzbekistan” (paragraph one), as well as Resolution No. 473 of October 29, 2003 “On additional measures to ensure the phased transition to universal secondary and secondary specialized, vocational education.”

  The Payarik Medical College was established in 2007 through the reconstruction of the specialized boarding school named after M.V. Lomonosov with in-depth study of the Russian language. In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5812 of September 6, 2019, during the transition to the system of vocational education, the college was reorganized while maintaining the status of the Payarik Medical College.

  The Urgut Public Health Technical School named after Abu Ali ibn Sino was founded in 2005 as the Urgut Medical College. In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5812 of September 6, 2019, during the transition to the vocational education system, the college was reorganized into the Urgut Public Health Technical School named after Abu Ali ibn Sino.

  The Kattakurgan Public Health Technical School named after Abu Ali ibn Sino was established by the Resolution of the Council of Ministers No. 1001-R of May 6, 1966, and began its activities on July 26, 1966, in the building of a former boarding school. The technical school offers programs in nursing, paramedical-midwifery, paramedical-laboratory, preventive medicine, dentistry, and pharmacy, and trains more than 2,000 students from various regions of the Republic.

  The Ishtikhon Public Health Technical School named after Abu Ali ibn Sino was initially established as an educational institution by Order of the Minister of Health of the Republic of Uzbekistan No. 325 of July 7, 1993. In 2020, according to the Presidential Decree of the Republic of Uzbekistan No. PQ-4666 of 2020, it was reorganized into the Public Health Technical School named after Abu Ali ibn Sino. At present, the technical school offers training in nursing, paramedical-midwifery, paramedical-laboratory, preventive medicine, pharmacy, and dentistry.

  The Pastdargom Public Health Technical School named after Abu Ali ibn Sino was established in 2005 as the Pastdargom Medical College. In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5812 of September 6, 2019, during the transition to the vocational education system, the college was reorganized and granted the status of the Pastdargom Public Health Technical School named after Abu Ali ibn Sino.

  The Pakhtachi Public Health Technical School named after Abu Ali ibn Sino was founded in 2006. In accordance with the Decree of the President of the Republic of Uzbekistan No. PF-5812 of September 6, 2019, it was named after Abu Ali ibn Sino. The educational process at the technical school is based on modern educational-methodical and practical developments adapted to the latest trends in the field of medicine.

  The Academic Lyceum of Samarkand State Medical University (1st Academic Lyceum at SamSMU) began its activities in the 2004–2005 academic year, marking a 21-year historical path of development. The lyceum was established on the basis of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 473 of October 29, 2003, and the Order of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan No. 198 of September 27, 2004. Since the 2004–2005 academic year, it has been functioning under the name “1st Academic Lyceum at Samarkand State Medical University.”


Duties of the vice-rector for cooperation with academic lyceums and public health technical schools


  • Based on the requests of partner academic lyceums, public health technical schools, and medical colleges, organize the teaching activities of university faculty members, master’s students, and doctoral students on a part-time basis in these lyceums and colleges;
  • Taking into account the scientific and pedagogical potential of the higher educational institution, provide support to academic lyceums, public health technical schools, and medical colleges in the development of necessary educational materials;
  • Create conditions for teachers and students of partner academic lyceums, public health technical schools, and medical colleges to use traditional and electronic educational resources available at the university’s information-resource centers;
  • Provide practical assistance in the commissioning of modern equipment delivered to partner academic lyceums, public health technical schools, and medical colleges, in the organization of new laboratory work and its integration into the educational process, as well as in the supply of methodological manuals and instructions for laboratory and practical classes;
  • Create opportunities at specialized university departments for experience exchange and professional development of teachers and engineering-pedagogical staff of public health technical schools and medical colleges;
  • Establish close cooperation between secondary specialized, vocational, and higher education, develop and implement concrete measures aimed at improving the quality of education in partner academic lyceums, public health technical schools, and medical colleges, and at training qualified specialists;
  • Organize the improvement of state educational standards, curricula, and programs for training pedagogical staff based on the best practices accumulated in domestic and foreign educational institutions;
  • Monitor the implementation of cooperation agreements with academic lyceums, public health technical schools, and medical colleges;
  • Submit proposals for moral and material incentives for university faculty members who effectively provide educational services to academic lyceums, public health technical schools, and medical colleges.
  • Prepare proposals for the establishment of branches of university departments at partner academic lyceums, public health technical schools, and medical colleges, organize their activities, and exercise control over their operation.
