Chapter I. General Provisions.
The press secretary is considered an independent subdivision of the structure of the Samarkand State Medical Institute and reports directly to the rector of the educational institution.
The press secretary carries out activities in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On the openness of public authorities", other laws of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, this Charter.
The press secretary carries out his activities in accordance with the Ministry of Higher and Secondary Special Education with the structural divisions of the institute, service management bodies and government authorities.
Chapter 2. The main tasks and functions of the press secretary.
The main tasks of the press secretary are:
Participation in the formation and implementation of information policy determined by the Ministry of Higher and Secondary Specialized Education and the leadership of the institute in accordance with modern requirements;
Ensuring effective and practical cooperation with the information services of the Ministry of Higher and Secondary Specialized Education, as well as other state and economic management bodies;
To impartially, efficiently and promptly inform the public about the activities of the institute, its normative legal acts;
Cooperate with the media (hereinafter the media), form a circle of journalists who constantly support cooperation, disseminate information (for the press, newsletters and others), organize mass events;
Promptly post and timely update information on the website of the Institute, develop web resources on the Internet, including mobile and social networks;
Conduct and analyze the monitoring of the information field, prepare proposals for the types, methods and degree of information together with experts; organize complex events for the distribution of materials on the media and the Internet;
Prepare messages, information and reference materials, review, analysis of materials for distribution in national and foreign media in conjunction with other departments of the institute;
Analyze the position of national and foreign media and the state of public opinion on the activities of the department and inform the rector of the institute;
Formation and maintenance of a database of documents, photo, audio, video materials on the activities of the institute
To carry out the tasks, the press secretary performs the following functions:
Publishes information in the media, including the Internet, also ensures the placement and updating of information on websites, in classrooms and other places accessible to all;
Organizes and conducts mass events, including with the participation of the leadership of the institute (meetings, sessions, meetings, press conferences, briefings, seminars, talks, and others);
At the request of journalists and the media, provide them with information in oral, written and electronic form;
Collects and develops information in order to effectively perform the tasks ahead, together with other departments of the institute;
Provides organization of the website of the institute and keeping up to date;
Participates in the preparation and editing of TV programs, videos, broadcasts, ensures their storage and archiving in the prescribed manner;
Prepares photo, audio, video materials about the activities of the institute in cooperation with state and non-state media;
Provides the formation and maintenance of a database of documents, photo, audio, video materials about the activities of the Institute.
The press secretary, within the limits of his authority, considers requests and orders of the national agency and the media for assistance in the preparation of materials on the activities of the institute.
Chapter 3. Spokesperson's rights and responsibilities
The press secretary has the right to:
Request, in accordance with the established procedure, for the provision of information in order to fulfill the functions and tasks of the press secretary from other departments of the institute and managing organizations;
Participate in meetings, meetings and other events of the institute;
In order to fulfill the tasks set, in agreement with the rector, involve other employees of the institute's departments, as well as specialists from other organizations and qualified experts on the basis of a contract;
Cooperate in due course with information services of other HEUs;
On behalf of the management, represent the university within the limits of its authority in events of a republican scale regarding the powers of the press secretary;
Publish publications within the limits of their authority;
Introduce the draft normative documents on the issues of activity and proposals for improving the information policy of the institute for consideration by the management.
The spokesperson is responsible for:
For the timely and high-quality performance of the assigned tasks;
Providing impartial, high-quality and prompt information to the public about the activities of the institute.
Chapter 4. Organization of the press secretary's activities.
The press secretary is appointed and dismissed by the order of the rector of the institute.
The activities of the press secretary are organized according to the work plan approved by the rector.
The press secretary reports directly to the rector of the institute.
