On the parameters of the state order for admission to study at higher educational institutions of the Republic of Uzbekistan in the academic year 2020/2021

In order to further expand the reach of young people in higher education, to strengthen healthy competition between higher educational institutions, to properly organize the acceptance of documents from applicants and conduct entrance examinations to higher educational institutions under quarantine conditions, as well as in accordance with the tasks defined in the Action Strategy in five priority areas Development of the Republic of Uzbekistan in 2017–2021:
1. To establish that:
a) upon admission to study in the direction of undergraduate education in the 2020/2021 academic year:
Registration of applicants is carried out from June 20 to July 20 (July 20 inclusive) of the current year in the regions identified by the Special Republican Commission for the preparation of the Program of measures to prevent the importation and spread of a new type of coronavirus in the Republic of Uzbekistan - through the Public Service Centers , in all regions - through The unified portal of interactive state services and the official website of the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan (hereinafter - the State Testing Center);
entrance test is conducted in two subjects, corresponding to the direction of undergraduate education chosen by the applicant;
applicants are given the right to participate in the competition up to five areas of undergraduate education with the same block and sequence of subjects for which test tests are conducted;
b) starting from admission 2020/2021 academic year:
for women with the recommendation of the Ministry of Support of the Mahalla and the Family of the Republic of Uzbekistan, four percent admission rates based on the state grant are allocated in addition to the established general admission rates based on the state grant for full-time undergraduate studies ;
the process of submitting documents for admission to the magistracy, as well as transfer and restoration to study in the direction of undergraduate education of state higher educational institutions is carried out through the official website of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan .
2. To take into account that the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan together with interested ministries and departments:
The parameters of the state order for admission to study at higher educational institutions of the Republic of Uzbekistan in the academic year 2020/2021 have been developed (hereinafter - the parameters of the state order);
areas of undergraduate education that are similar in content are combined and areas of profile specialization are expanded ;
spetsialnostimagistratury enlarged .
3. To approve the parameters of the state order for:
a) preparation of bachelors in:
full-time education - in the amount of 103575 people according to Appendix No. 1 *;
part - time education - in the amount of 31,350 people according to Appendix No. 2 *;
evening training - in the amount of 5,025 people according to Appendix No. 3 *;
b) the preparation of masters - in the amount of 10 425 people in accordance with Appendix No. 4 *.
4. To approve the composition of the State Commission for admission to higher educational institutions of the Republic of Uzbekistan for the academic year 2020/2021 in accordance with Appendix No. 5.
Provide the State Commission with the right:
introducing, if necessary, new areas of undergraduate education and specialties of the magistracy, as well as making appropriate changes and additions to the parameters of the state order in order to determine the parameters of admission to the newly created higher educational institutions;
determination of the parameters of targeted admission to undergraduate and graduate programs of higher educational institutions in the context of relevant industries and regions in order to meet the needs of specialists in economic sectors and regions of the republic, including remote and hard-to-reach areas;
determination of common indicators of the minimum size of a differentiated paid contract by region of education and regions of the republic based on the proposals of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, as well as ministries and departments administered by higher educational institutions, taking into account the prestige and territorial location of higher educational institutions based on the cost of basic paid contract (with the exception of higher educational institutions, switching to self-financing).
5. For the purpose of socio - economic development, providing future sectors of the economy of the Sokh region of the Ferghana region with qualified and modern-minded specialists, allocate for this region target admission parameters in the amount of 500 places in addition to the established general admission indicators based on a state grant for full-time undergraduate studies .
The khokimiyat of the Ferghana region, together with the Ministry of Economic Development and Poverty Reduction, as well as the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, within a week's time to submit to the State Commission reasonable proposals on the distribution of these admission parameters in the context of higher educational institutions based on the needs.
6. To take into account that higher educational institutions that have switched to a self-financing system have been granted the right to determine the cost of training on a paid-contract basis based on the amount of full self-financing.
Rectors of higher educational institutions that have switched to a self-financing system, within a week to publish information in the media and on the Internet about the established size of a paid contract in areas of undergraduate education and specialties in master's degree .
7. To establish that from the academic year 2021/2022 the needs of customers of the staff are formed completely through the information system “quota.mineconomy.uz” (hereinafter - the Information System) in an automated mode.
8. In order to digitalize the process of determining the needs of customers for personnel, until October 1, 2020 :
The Ministry of Employment and Labor Relations of the Republic of Uzbekistan - to ensure integration with the Information System of the Interdepartmental Hardware and Software Complex "Unified National Labor System" in order to create the ability to monitor the current needs of industries
in higher education personnel;
The Ministry of Public Education of the Republic of Uzbekistan - to ensure integration with the Information System of a constantly updated database of the number of students in graduation classes and the teaching staff of all schools of the republic;
The Ministry for the Development of Information Technologies and Communications, together with the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan, is to ensure that information on the needs of customer cadres using the Electronic Digital Signature system is entered into the Information System, as well as improving the Information System on an ongoing basis.
9. To the State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan and the Ministry of Public Education together with other ministries and departments by September 1, 2020 and to develop and submit proposals to the Presidential Administration of the Republic of Uzbekistan on the unification of the final state certification of graduates of educational institutions and entrance examinations to higher educational institutions with introduction of a single exam .
10. The State Commission until June 20, 2020 approve :
at the request of the Ministry of Health, the Ministry of Public Education, the State Committee for Veterinary and Animal Husbandry of the Republic of Uzbekistan, the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of oblasts and the city of Tashkent - distribution of targeted admission parameters by region (city) for regions with high demand for personnel with higher education in areas of health care, public education, veterinary medicine within the limits of admission indicators on the basis of a state grant;
based on the proposals of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan, ministries and departments with higher educational institutions, as well as the State Testing Center - distribution of the State order parameters to higher educational institutions by language of instruction.
11. The Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan:
a) within a month :
together with the Uzbek Agency for Standardization, Metrology and Certification, as well as the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan, make changes and additions to the Classifier of directions and specialties of higher education, taking into account the new areas of bachelor's and master's degrees introduced in the 2020/2021 academic year;
jointly with ministries and departments having higher educational institutions, to develop and approve in the prescribed manner qualification requirements, curricula, as well as programs in subjects introduced by new areas of undergraduate education and master's degrees;
b) by December 31, 2020, develop and approve the procedure for assigning graduates with basic and additional qualifications based on the specifics of undergraduate education and master's degrees;
c) by December 1, 2020, together with the Ministry of Economic Development and Poverty Reduction, the Ministry of Finance, as well as ministries and departments with higher educational institutions, make reasonable proposals to the Cabinet of Ministers of the Republic of Uzbekistan on:
the definition in the Parameters of the state order for admission to study at higher educational institutions exclusively indicators of admission on the basis of a state grant ;
self-determination by higher educational institutions of admission indicators on a paid contract basis. Moreover, admission rates on a paid contract basis cannot be lower than the amount established by the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan;
training of talented students on the basis of a state grant also in non-governmental higher educational organizations ;
introducing the procedure for passing, along with professional (creative) exams, test tests in three compulsory subjects - the native language (Uzbek, Russian or Karakalpak language), mathematics and history of Uzbekistan for admission to study in the direction of undergraduate education, requiring special skills.
12. In order to optimize the training of specialists with higher education in the field of sports, agree with the proposal of the Ministry of Physical Culture and Sports, the Ministry of Higher and Secondary Special Education and the State Inspectorate for Quality Control of Education under the Cabinet of Ministers of the Republic of Uzbekistan on training in the direction of undergraduate education " Sports activities (by type of activity) ”as part of educational programs with a three-year training period .
13. To establish that:
since the academic year 2020/2021 The parameters of the state order for the specialties of the Master's program in the field of education “130,000-Mathematics” are formed entirely on the basis of a state grant ;
Expenses related to the training of persons admitted to study in the 2020/2021 academic year to undergraduate and graduate programs on the basis of a state grant are borne by the state budget of the Republic of Uzbekistan.
14. To amend some resolutions of the President of the Republic of Uzbekistan in accordance with Appendix No. 6.
15. The Ministry of Higher and Secondary Special Education together with the Ministry of Justice of the Republic of Uzbekistan, as well as other interested ministries and departments, within two months to submit proposals to the Cabinet of Ministers on amendments and addenda to the legislation arising from this resolution.
16. The control over the implementation of this resolution shall be assigned to the Prime Minister of the Republic of Uzbekistan A.N. Aripov and adviser to the President of the Republic of Uzbekistan A. Abduvahitov
