The Academic Council of the Institute (Agenda)

  Academic Council was held on December 29 at Samarkand State Medical Institute, the last one in the current year. Representatives of the institute's administration, heads of departments, faculty participated in the meeting.

  Rector of the Institute Professor Zhasur Rizaev opened the Council and congratulated the staff with New Year 2022, wished all the prosperity and success in the new year.

  Rector made a report on Decree “On additional measures to ensure academic and organizational and managerial independence of public higher education institutions” signed by the President of the Republic of Uzbekistan Mr.Mirziyoyev on December 24 and talked about the meaning of these regulations on The Academic Council.

  According to these documents, a list of public higher education institutions, including the Samarkand State Medical Institute, has been approved, which will be granted financial independence from January 1, 2022. Universities will be empowered to make independent decisions on the issues of determining the cost of education on a fee-contractual basis, setting and extending the terms of payment for students, attracting domestic and foreign professors and teachers on a contractual basis, who are able to use modern educational technologies in the educational process and conduct research, setting the amount of fees of foreign highly qualified specialists involved in establishing the remuneration of highly qualified foreign specialists involved in teaching and research processes, developing standards for the introduction of full-time professors, allocating scholarships and grants for students at their own expense, directly purchasing teaching and research literature, textbooks and teaching aids from foreign countries from copyrighted manufacturers, determining the procedure for providing paid services in vacant buildings and facilities, establishing an annual mileage limit for road transport vehicles and etc.

  Starting from the academic year 2022-2023 the listed universities in the academic sphere will be empowered - to approve curricula and syllabi, as well as qualification requirements; to determine the language and form of education; to establish the terms of study at the bachelor and master levels, to approve the procedure of scientific management of doctoral students and applicants; to introduce extramural, evening, distance learning at the master level; to develop and publish textbooks and other educational and scientific literature for universities; to determine and implement internal control of educational institutions, as well as to establish the procedure of academic management. They can also make their own decisions on the transfer of foreign nationals from foreign HEI (Higher Educational Institutions) and approve their examination procedures and assessment criteria.

  Starting from the academic year 2022-2023, universities will be able to set up structural units to engage activities in education, science and the implementation and commercialisation of research results. HEI will also be able to independently determine the internal regulations, in particular the dress code.

  A supervisory board will be established at the university, which will include representatives of the departments and ministries in charge of the university, as well as the general public. The supervisory boards will be given wide-ranging rights and powers in the activities of the university.

  According to the Resolutions - students, researchers and teachers will have free access to international databases. Literature in HEI's libraries will be digitised and published on the “Electronic Library” platform of Ministry of Higher Education. All reporting at universities will be transferred to an online format and for this purpose the Ministry of Higher Education, together with the World Bank, will gradually introduce an Information Management System for Higher Education processes.

  It was also emphasized in the report that the exemption from customs duties on imports of educational, scientific-laboratory and special equipment, educational and scientific-methodical literature, teaching multimedia products and equipment by 2024, will further strengthen the material and technical base and capacity of the institute.

  The documents adopted provide SamSMI with great opportunities for making a qualitative leap and entering fully into the world educational space, and we must mobilize all forces and potential for their practical implementation, summarized his speech the Rector.
